"Mishlei 10 says, 'The name of the righteous is a blessing, and the name of the wicked should rot.'
"Rabbi Yitzchak taught: One who mentions a righteous person without blessing him violates this instruction - 'the name of the righteous is a blessing.' And one who mentions a wicked person without cursing him violates this instruction - 'the name of the wicked should rot.'"
